The IRSE Licence Occupational Standards

The IRSE aligns its licences to those occupational standards published by OSCEng (Occupational Standards Council for Engineering) (For further information please refer to their website www.osceng.co.uk).  The IRSE licences give an interpretation of the generic OSCEng engineering standard in the railway S&T context.  Railway Specific’ performance criteria are also included where the OSCEng standards do not fully cover certain unique aspects of railway S&T engineering.

The layout of the licence standard starts with the performance statement from the OSCEng standard followed by a context statement for S&T Engineering which expands the scope and depth covering the evidence requirements and range.  The ‘Assessment Requirement’ states how the assessment should be carried out and finally there are the ‘Knowledge Requirements’ which include the relevant OSCEng knowledge statements supplemented by railway specific requirements.

Example:  Licence Category 1.4.120 Signalling Fault Finder

Unit 1 Investigate and repair faults in signalling systems and equipment.

Element 1.1 Prepare to undertake faultfinding tasks

·                     OSCEng ECS Unit 1.12 Interpret detailed information from technical sources

·                     OSCEng ECS Unit 1.21 Determine requirements for safe access to work locations

·                     OSCEng ECS Unit 1.26 Control allocated resources to achieve requirements

Element 1.2 Locate, diagnose and record the alleged fault

·                     OSCEng ECS Unit 6.08 Diagnose faults in engineering products or assets

Element 1.3 Repair signalling equipment

·                     OSCEng ECS Unit 2.15 Re-instate the work area after engineering activities

·                     OSCEng ECS Unit 5.04 Replace assembly or sub-assembly components

1.2 Locate, diagnose and record alleged faults.

                Element Number and title

Whilst locating, diagnosing and recording alleged faults you consistently:

                IRSE stem for performance criteria

6      Determine the implications of the fault for other work and for safety considerations.  (OSCEng ECS unit 6.08PC f)

     Reference Number of IRSE performance

           criteria with OSCEng Performance

statement with reference to ECS unit

You correctly identify and report the implication of significant defects, in particular those pertaining to safety and performance.

Assessment Requirement

Evidence should be as a result of direct observation if possible, however suitable historic evidence, personal accounts, or questioning is acceptable

                Assessment requirement indicating how

the assessment should be carried out

Knowledge Requirements

·      Assessing likely risks arising from faults

·      What constitutes a significant defect

·      Reporting lines and procedures

Knowledge requirement needed to                 competently carry out the performance                 statement

IRSE Licences and NVQs

IRSE licences are compatible with N/SVQ in S&T Engineering.  Those OSCEng units which are met by the candidate in achieving a licence are acceptable as part of an N/SVQ, although two additional single element units covering softer skills based on OSCEng units will be required to achieve the full NVQ.  These are available in the licence format as 5.7.100 “Develop own engineering competence” which includes “Develop yourself in the work role” (OSCEng ECS unit 8.01) and “Contribute to effective working relationships” (OSCEng ECS unit 8.02).  The assessment requirements of the Licensing Scheme meet the assessment strategy of NVQ and is compatible with the quality assurance and assessor qualification requirements of the awarding body.
