THE SENIOR ENGINEERING MANAGER LICENCE

The Senior Engineering Managers Licence is now achievable through a more flexible and progressive route by completing units 1 and 2 of the Engineering Manager Licence plus any one of the following 3 units taken from the Level 5 NVQ in strategic Management.  As with all management licences the evidence provided must be in the Railway S or T context.  The normal route would be for the prospective candidate to first gain their Engineering Manager (Lead Engineer) licence (6.8.110) ie units 1& 2 plus one option, then to progress to the Senior Engineering Manager Licence by the addition of one of units 5, 6 or 7

The three Senior Engineering Manager units are for engineers who:

·               have responsibility for substantial programmes and resources

·               have a broad span of control

·               have responsibility for the strategic development of their organisation

·               negotiate budgets and contracts

·               proactively identify and implement change and quality improvements

·               lead high-level meetings

 

Unit 5 Review external and internal operating environments (MCI Unit A6)

This unit is about evaluating and improving the environment in which your organisation operates. This involves reviewing your organisation’s external operating environment, evaluating your competitors and potential partners, developing good relationships with your organisation’s stakeholders, and reviewing your organisation’s structures and systems.

Element 5.1   Analyse your organisation’s external operating environment

Element 5.3   Develop effective relationships with stakeholders

Element 5.4   Review your organisation’s structures and systems

 

Unit 6 Establish strategies to guide the work of your organisation (MCI Unit A7)

This unit is about strategic planning. This involves helping to create a shared vision and mission for your organisation, helping to define its policies and values, formulating objectives and strategies, and gaining support for the strategies you are proposing. 

Element 6.1   Create a shared vision and mission to give purpose to your organisation        

Element 6.2   Define values and policies to guide the work of your organisation

Element 6.3   Formulate objectives and strategies to guide your organisation

Element 6.4   Gain support for organisational strategies

 

Unit 7 Evaluate and improve organisational performance (MCI Unit A8)

This unit is about managing the strategic performance of your organisation and achieving necessary improvements. This involves developing measures and criteria to evaluate your organisation’s performance, carrying out evaluations, and finding the reasons for success and failure in your organisation’s strategy.
